Well there is a product called ''Punky hair'' which comes in this colour blue.
As a tip for you, this type of dyeing is best done at a salon. It may not be cheap BUT there r requirements in order to get that look.that is, u need to have bleached hair to start (or at least bleached portions that will become blue). If u go & buy bleaching & then blue & then oops u made a mistake.it could cost a LOT & mean time it might look bad. l would go to a cool salon & get this done by a pro. Take a printed copy of these photos & they can do the exact look.
To buy colour like this.maybe at a drugstore (in Canada, Shoppers Drug Mart).

just make sure u bleach the parts of ur hair u want to die..
and then die it otherwize it wont work the way u want it to.
btw lots of time the hair color r just extensions.
u can buy clip in extensions at a place with a bunch of wigs.

but l recomend going to a salon. cuz its really hard to do well. nad the look probably wont turn out the way u want it to.
but if u r gunna do it by yourself. make sure u get an ADULT to help.
u can love ur friends. but they're probably not too good with hair & WILL mess it up for u believe me!
